Which program has the fastest all-class SHR 4x400mH teams?

We decided to compile the stats in our database -- notethese results are pulled from every athlete performance we have on file -- to see just which programs can call themselves the absolute best in the 4x400mH among their school's all-time best athletes.

And this is the most hypothetical race of them all, for one big reason: The SHR 4x400mH shuttle hurdle relays have rarely been run ever -- but maybe they should. 

But let's just say in a perfect world it does. Just which programs would dominate?
